In an effort to counter the growing threat of online polarisation and its destabilising effects on democratic societies, the European Commission has launched a new funding initiative aimed at fostering social cohesion through digital means. The move was announced in a recent article titled “New Call for Proposals to Advance Social Cohesion in the Face of Online Polarisation,” published on the official Digital Strategy website of the European Commission.
Under the Citizens, Equality, Rights and Values Programme (CERV), the Commission has opened a call for proposals totalling €10 million. This initiative seeks to support civil society organisations, public authorities, universities, and other stakeholders in developing and implementing innovative strategies to mitigate the social fragmentation that digital platforms can exacerbate.
The funding opportunity responds to increasing concerns about the role of the internet—especially social media—in amplifying divisions within and between communities. As online ecosystems become more susceptible to disinformation, hate speech, and algorithmically driven echo chambers, policymakers are grappling with how best to preserve democratic discourse and inclusive civic engagement. According to the European Commission, reinforcing resilience against polarisation is essential in safeguarding equality, fundamental rights, and democratic liberties across the Union.
Project applications under this call must address the roots and dynamics of online polarisation, while also promoting dialogue and mutual understanding among divergent communities. Eligible proposals are expected to apply multidisciplinary approaches, marrying research insights with practical outreach and prevention tools. Special emphasis will be placed on projects that engage young people, tackle gender- and minority-based discrimination, and support media literacy efforts.
This latest call follows a series of EU actions aimed at regulating digital spaces and strengthening societal cohesion. It complements broader legislative efforts such as the Digital Services Act and the European Democracy Action Plan, which similarly strive to ensure accountability of online platforms and preserve democratic integrity.
Applications for funding must be submitted via the EU Funding and Tenders Portal by 7 November 2024. Selected projects will begin implementation in early 2025, with grant durations ranging up to 24 months. Entities from EU Member States and other eligible countries are encouraged to apply.
As Europe’s digital and political landscape continues to evolve, initiatives like this underscore the Commission’s commitment to addressing the complex interplay between technology and social stability.
