Israel has long positioned itself as a global technology powerhouse, but new international education data exposes a structural crack in that foundation. According to Calcalist Tech, nearly half of Israeli students are failing to reach even the baseline level of mathematical proficiency measured by the Programme for International Student Assessment, better known as PISA. The numbers don’t just represent a bad year — they signal a deepening educational emergency in a country whose economy depends on a steady pipeline of STEM talent. That tension is especially sharp given that Israel’s AI investment reached historic highs in 2024, with the tech sector absorbing the lion’s share of venture capital flowing into the country.
PISA, administered by the OECD, benchmarks 15-year-olds across dozens of countries in math, reading, and science. Scoring below Level 2 in mathematics — the OECD’s threshold for basic functional numeracy — means a student struggles to interpret simple numerical relationships or apply basic arithmetic to real-world problems. Israel’s results show that a substantial portion of its student population is falling short of that minimum bar, a performance gap that has widened in the most recent assessment cycle.

A Widening Gap Between the Lab and the Classroom
The irony is almost impossible to ignore. Israel produces elite military-grade cyber units, world-class AI startups, and a disproportionate share of global tech unicorns — yet its K-12 math pipeline is visibly fraying. The PISA collapse suggests that the country’s tech success is increasingly concentrated among a narrow elite, while a large portion of the broader student population is being left behind. That bifurcation has long-term consequences for labor market depth, innovation capacity, and economic mobility.
Education researchers have flagged Israel’s persistent gaps between Jewish and Arab student populations, between socioeconomically advantaged and disadvantaged schools, and between students in the country’s center and its periphery. The latest PISA results appear to reflect those structural inequities at scale. Without systemic intervention — in teacher training, curriculum design, and resource allocation — the aggregate score is unlikely to recover on its own. Governments across the OECD have spent years learning that math proficiency doesn’t rebound without deliberate, sustained policy effort.
What This Means for Israel’s Tech Economy
The stakes are concrete, not abstract. Israel’s technology sector is already grappling with talent shortages in engineering and software development. A generation of students who can’t clear the PISA math floor will have limited access to university-level STEM programs, narrowing the funnel of qualified graduates entering technical fields. That pressure compounds over time: fewer engineers, higher salaries, more reliance on immigration or outsourcing, and greater fragility in domestic innovation capacity.

The timing is particularly uncomfortable given the country’s ambitions in artificial intelligence. Building, deploying, and governing AI systems requires mathematical fluency at multiple levels of the workforce — not just among PhD researchers, but among product teams, policymakers, and the general public expected to interact with and regulate these tools. If nearly half the student population can’t reach basic math proficiency by age 15, the national AI agenda faces a human capital problem that no amount of venture funding can paper over.
